The way to accession productivity is to specialise functions into determined roles, and within those roles to specialise tasks. Weber suggested specialization of labour to vast manufacturing units at the period of industrial revolution in America, who at that time were facing problems of high costs and low productivity. Rules are the general-purpose shaft of bureaucracies to set roles and co-ordinate them. Rules reduce variability and set patterns of behaviour.
