The classical theory came about roughly the mid-18th century by 3 main developers; Cesare Beccaria, Jeremy Bentham and John Stuart Mill. If the individual was to choose to commit a crime then the classical theorists believed that the punishment should outweigh any benefit the individual reliable from the crime and that the quicker the crime was punished the more effectual the deterrence would be to stop that crime from happening again.
